Esteemed Councillors,

Discussions have begun in the Upper Council on the matter of creating a compromise which you will each find agreeable, which will hopefully lead to the re-uniting of Sanctuary. Our compromise is based in large part on the conditions set forth by Orison Hallafat, and I wish to know if these conditions are still your criteria for rejoining with Upper Sanctuary as one city.

I would very much like to meet in person to discuss this matter with as many of you as possible at a time.

If it is your desire, I will be happy to meet you whereever you like in Lower Sanctuary. You need only leave a response for me with Cyrus, slating the time and date, and I will attend.
