Is PvP attack ok if...

I'm a bit confused about the PvP-rules, as this is my first try on this server.

Just recently a character called (NAME EDITED) attacked my character in Sanctuary's tavern. It was maybe my fault, as he had spread his wares on the floor as people apparently do when they are selling stuff.

I picked an item up, and he attacked me, killing my already wounded 2 level wizard. At least the game said I was killed. It was hard to explain IC why I was still standing when the officer came to look at our case.

I read here that:

"Attacking a character because he did something to anger another character you play, or is lower level than you are, or just because you've had a bad day at work is NOT justifiable and may result in banning. "

I think that the part about me being a character just starting out would be enough for the part "or is lower level than you".

I know now that one shouldn't pick anything up from the floor. It might be someone's bartering place.

But I also think that attacking first and asking the item to be returned later, is certainly against PvP-rules.

Besides, he got a simple fine and some time in a cell, and I also did some time in a cell.

Is it true, that PvP is not really that strictly enforced, no need to make it 'enjoyable for both players' or anything like that?

I'm very disappointed about what happened. And as it was way too hard to talk about that IC, I decided to ask it here.

Sounds to me like things were sorted out though.

Edit : He WAS on subdual and he didn't kill your character by the sound of it, so what're you complaining about? Your character stole something, you have to accept sometimes that there'll be consequences.

The game says they "killed" you, when actually, you've just been "subdued", I.E. beaten up / knocked out. That's how you roleplay it.

Gah. My mistake for misreading there.
