Dearest Tommy:

Here is how I propose the new slavery law be written:

"Slavery, being a common past to many and counter to the believe that men and women in Lower Sanctuary can make their own lives, is hereby abolished. No individual shall have the inherent right to possess, sell, trade, or otherwise cause another to enter indentured servitude but for operation of law or council decree."

I think that should pretty much make it clear slavery is abolished, but someone can be forced to work as an indentured servant for someone as a criminal or civil punishment.

You know what--I stopped by the sign right after we talked and it was already changed. Now it just says "slavery." But I'll keep your words because the last few words in it make a good point.
