I appreciate the level head and clear judgement you use handling intra-organizational matters, and I am also impressed with your service within the Watch. While the Coordination Initiative is an excellent step towards increasing communication and safety in Sanctuary, there are other steps which should be taken following the conclusion of the Spellguard investigation in the relatively near future. _________________________

I hope that you continue to involve yourself in the events which follow from that day, and now I wish to bring to your attention something which should ensure the continued well-being of Sanctuary in response to hinderances in the present situation. _________________________

The Spellguard investigation of the Watch's corruption and whatever reforms it imposes will only be a temporary means of improving Upper Sanctuary's primary civil defense agency. The Spellguard and the Watch are both too old and established to merge into a single law enforcement body, and the Spellguard cannot be expected-- and in all likelihood would never be allowed-- to maintain command of the Watch. _________________________
I am of the belief that positions must be made within a central authority-- the Town Hall-- that will regularly report to the Office of the Herald and the Mayor the activities and knowledge of the Council, Seekers, Spellguard, Watch, and affiliated/funded volunteer groups such as the Associates or Defense League. A petition currently exists of a similar nature, outside of the Rock Bottom. My original proposal within the Spellguard is similar to it in that it is a single position which would conduct investigations. It differs in that I've revised my concept to require each involved organization to report on the official, as well as having no mention of democratic involvement. I also believe a former member of the organizations involved may be capable of impartial evaluation. Additionally, "Auditor" (as used by the petition) implies that the sole purpose of the official is to continually seek out signs of corruption or incompetence. This would take a cynical man to devote themselves to the pursuit of wrongdoing at a city-organization level. A position that instead evaluates and improves the communicative effectiveness of Sanctuary's organizations would be its own defense against foul play and misinformation, without causing these organizations to feel they are under constant scrutiny.
Thus, my own proposal is for a position within Town Hall titled "City Archivist". This official would have second-tier access to the Seekers, Spellguard and Watch, as well as council records, for the sole purpose of establishing or improving file management systems and recommending document sharing between organizations, or fulfilling report requests that follow a strict and careful procedure. To limit the power of the City Archivist, the following steps would be taken:
- The City Archivist...
- must have no criminal record with the Watch.
- must undergo mental examination by the Spellguard once every ten days.
- cannot object to Seekers monitoring his or her activity within public sections of the city or anywhere outside of Sanctuary.
- must allow full access to personally kept records and catalogues to one representative of each organization, the Mayor or Herald reviewing in place of the council, to report to the council or the Mayor any concern or dissatisfaction with the work of the City Archivist; this access is granted for ten days following the end of each election. The representative should be selected prior to this ten day period, or less than ten days may be given for review.
Popular vote and full-fledged democracy functions well in small groups or even within organizations of substantial membership, but this city has grown too large to bring all matters to the consideration of the citizens. Sanctuary chooses its council to represent its voice in the legal processes of the city. I ask that this letter be forwarded to the Eleasis 151 council once it is selected, with a note of approval or rejection. I also cannot deny that I would be more than willing to resign as an Agent of the Spellguard for the position of City Archivist. I have already developed catalogues for the Spellguard, the Watch, the Spellguard Associates, the Coordination Initiative between the Spellguard and Watch, and a "Trials of Interest" listing available through the Warrants and Trials circulation. I also gathered adequate sources to write the Spellguard's General Watch Assessment report mere days after being granted access to the Watch archives. I believe I am capable of taking a neutral stance in communications between the city organizations, and possess the knowledge and experience needed to carry out the necessary functions of such a position.
The council will likely change some or most specifics of the proposal, and I have no inherent claim to the position should it be created. Nevertheless I foresee it having my full support and cooperation, and I offer what services I can to see it realized should you find it acceptable, regardless of the level of involvement I am permitted.
