WHEREAS, Illthids are known to be a dangerous threat to our safety frequently implanting honest citizens with dangerous devices that control their actions and steal their free will,

WHEREAS, our civilian bureaucracy both holds great power within the city and thereby pose a special risk should illithids implant these officials,

DECREED, the undersigned request that this city shall commence a program of regular searches for illithid implants and other potential forms of mind control utilizing highly efficient and powerful applications of divination magic.

WHEREAS, a long history of corruption within the city Watch from beholder cults, to torture, to implication in slave rings has undermined confidence within the citizenry body to the ability of security agents to police their own,

WHEREAS, the Mayor is entrusted with overseeing the people's security but has likewise historically lacked the ability to prevent corruption within security agencies and such agencies historically have policed their own bodies necessitating a loss of faith from citizens in their integrity,

WHEREAS, this democratic city puts its greatest trust in the personage of elected officials with an understanding that those with the least ties to any security agency are best in a position to neutrally oversee it,

DECREED, that the citizens undersigned request that the Mayor opens elections for an independent Auditor, whose election is confirmed only by Mayoral approval, who is charged with investigating citizen's allegations of corruption in addition to regular internal audits of records within security Agencies such as the Spellguard, Seekers, and Watch with the power to make recommendations to the Mayor who then may determine the implementation of corrective measures.
