I write to address two concerns. I am first concerned that you appear to express a desire to allow Lower Sanctuary's "Council" to obtain legitimacy. While I concur that the people there suffered under the Tigereyes, I believe some fundamental truths are ignored by those that support this revolt.

Their "freedom" was won by violence and revolt against the lawfully elected government of Sanctuary. There "freedom" has never been put to a legal vote, through the lawful process of the duly appointed legislature of this city. They are by definition acting outside the bonds of law, and therefore criminals.

Beyond that is the lack of memory on why Lower Sanctuary first was drawn into the aegis of Upper. They can not be defended by their own merit. When Upper first sent the Watch to protect the Canal Gates, it was because dozens were dying in frequent raids against Lower by monsters. Yet the reaction of the people was to attack the Watch, violently for seeking to protect them--and of an important order protect Upper which feel victim to the monsters Lower could not fight.

Lower still can not defend itself. It loses more lifes in frequent raids against the Canal Gates. There is one solution, and that is for Upper to again come to the defense of its weaker peoples. While I agree a better arrangement than existed under the Tigereyes is required, that arrangement I believe we both agree should be designed by the legal government and not a criminal gang violently contending for its own authority.

It is my hope you will make a clear position in your candidacy for law and order. If Lower truly desires freedom, it must dissolve the Lower Council, elect representatives to the legal government and petition for independence honstly; with a clear indicator that the majority desires such an action. As it stands today, all that is known for sure is that powerful gangs intimidate people into obeying their dictates as "Councilors".

Which brings me to the second issue. Namely, this "lower council" illegally seized the House of Light. Property belonging to Demetrius Bhast, who personally built the House, and has twice rebuilt the House. I am aware you maintain some connection to the House of Light even now, and urge you to remind your friends currently claiming this property that it is legally owned by Mr. Bhast.

I have been temporarily appointed by Mr. Bhast to ensure the recovery of his lawful property. I am certainly willing to negotiate with the individual currently claiming management, as I feel the previous management failed in its duty to Mr. Bhast in handling his property and purposes.

I am sure this can be handled quickly and peacefully.

It's probably best for us to meet concerning the Beacon.

Your paper on the destruction of evil items raises some good points. I know of a flow of fire where such items might be better destroyed- we can also discuss this idea when we meet.

I commend you on your victory. I will look forward to finding time to meet with you to discuss this issue, the destruction of necromantic items, and to delve into my suggestions for reforming the city Watch.
