Baldev Cole is seen frequenting the Southern Alleyways of Lower, where he enters kobold town and stands in front of the enormous statue there, calling groups of kobolds in front of him, and speaking to them at great length. He reminds them to be careful about following the laws of Lower, and tells them what they are, and speaks about the many kinds of strength a kobold can have.

But mostly he explains, in detail, the process of voting to them. He repeats it several times, in detail, and makes the kobolds repeat the instructions back to him. He then sends them off in small groups to Upper Sanctuary and the Town Hall.
