((Two short talks are given in the Crone and the Market in Lower Sanctuary))
Good evening people of Lower Sanctuary. Some of you my recognize me, I stay at the Crone most nights since I arrived here. My name is Maeturorant Gorthaurca, though most here call me Maet. I've been asked to run for council in the Upper Sanctuary elections. Since I mostly live down here in the Crone I thought you might want to know how I feel about Upper and Lower Sanctuary, so that you can have more than one choice if you decide to vote.
The people in Lower Sanctuary wish to govern themselves. They have shown this time and again. They do not wish to be a part of Upper Sanctuary. They do not want the Spellguard or the Watch forcing themselves down here and I would say that it's about time we respect their decision.
We should treat the leaders Lower appoints with respect and give them the same treatment we give our own councilors in Upper. Instead of telling them what to do, we should work with these Lower Councilmen to help them keep Lower a livable place for its people. Upper should treat Lower Sanctuary as as a neighboring city, with its own laws, customs, and way of doing things. The only contact Upper should have with Lower in an official sense, is to work peacably through Lowers elected officials, and only assist them if they want us to, on their terms. Let us not forget that it was men and women of Lower Sanctuary that brought stability and peace to Lower Sanctuary.
Both cities should set up small outposts at the lift, so that it is possible to observe who uses the lift and restrict its uses as we see fit. Under no circumstances shall we pursue criminals into Lower Sanctuary. Instead we will work with the Lower Footmen and the Hoarans, who are perfectly capable themselves.
Upper Sanctuary and Lower Sanctuary can run themselves just fine without getting in each others way. We have to respect Lowers independence, and help them in what ways they will let us. Only then can we begin to heal the divisions between our two cities and assist each other as friends in times of need. I believe this approach is in the best interests of the people of Lower. Upper cannot continue to force themselves upon Lower. That route leads to mutual hatred and purposeless bloodshed. I was there when Uppers Agents and Watchmen attempted to arrest Johny Dimes. I also saw what happened when the Tigereyes collapsed and watched as the folks in Upper sat on their hands and let the people suffer, waiting for the smoke to clear.
