Public Suggestions

Citizens of Sanctuary,

We all know that drastic change has come over the organization of the Watch, and the organization of the city. A new light must shine to bring order to the city, a new era of the Watch will be born. To begin this, more input from the citizens is requested. In this box, which will be checked every day by myself or another member of the Watch, is where suggestions, either anonymous or signed, should be placed to be considered. Each serious suggestion will be considered, and may be implimented if it would better the Watch as a whole. Please be advised that it takes a mere second to destroy an idiotic suggestion, while it takes resources and more time for you to write it than for us to ignore it. Stay vigilant, citizens of Sanctuary.

Lieutenant Moonfall,

I am pleased to see you acting as the head of your organization, even temporarily. In my efforts to be elected to the council I have made public my thoughts concerning the Watch, and have trascribed them to you in hope that I may gain a more educated opinion on the subjects. I must assume that since you have not replied to my post that you have never received it. The suggestions are simple:

1. The Watch members not under investigation take a vote from within their ranks as to who they wish to be their new sheriff.

2. The Sheriff create a new position within the Watch, an "Investigator" to follow up on rumors or evidence of abuse of power and corruption. Currently all members are to police their own, but due to recent events it may be reasonable to assume that this new position is necessary. The individual chosen for this duty should have conduct beyond reproach, and this responsibility shall be in addition, but take precedent to, their usual duties. An advised increase in pay and rank should follow quickly, and be in line with the individuals high personal record within the Watch, in order to offset this additional duty and hazard. This Investigator will be outside the normal chain of command and report soley to the Sheriff.

Having made these suggestions, I do admit that I have never had direct involvement with the Watch, nor know of its inner workings. You may reach me at the Crone if you wish further correspondence, or of course, find me in person, as I believe we have been introduced at least once before.

The first thing that should be done is for the name of the organization to change, perhaps even new uniforms if necessary. The Watch is responsible for many crimes, the greatest among them slavery, and therefore a new name would symbolize a new start.

Secondly, the organization must create a strong and clearly written code of conduct for its members. This must then be made public so that if a citizen is abused at the hands of a member of the Watch there will be some legal recourse.

Third, there must be more transparency within the Watch. All trials should be public, so that citizens can sit in and ensure that each trial is fair and just.

Fourth, the Watch must petition the Council to pass legislation outlining the rights of ALL Citizens within the city. Does a citizen have the right to speak their mind openly? Does a citizen have a right to defend themselves if attacked? Does a citizen have the right to subdue a criminal until a member of the Watch arrives? Does a citizen have the right to question a member of the Watch's actions or to interfere directly with a Watchman's duty if he is obviously breaking the law?

Fifth, the Watch must petition the Council to pass legislation allowing for elections to be held on judges. A Councilman should be focused on passing legislation, not overseeing criminal cases. As such it is my belief that the public must have the right to elect those who will oversee criminal cases within the court. Such individuals who may be inclined to eventually run for Council can see this as a stepping stone to prove their ability to the public.

Sixth, the public should have the right to request files from the Watch after a case has been closed. Such things should be added to the public record so that the public may keep an eye on all dealings done by the Watchmen.

I have spoken with you, and I sense some slight, but positive leaning on your part towards the ideas I presented in that informal, inappropriate talk. I ask that you and I be able to meet once more, so that I may impart what infinitesimal Sight is afforded to me by Him.

To summarise my suggestions:

- There can only be a Watch in Helm's name. He is the only worthy patron of your organization, given your mission and mandate. Adopt him as your Guide and let his All-Seeing Eye trace your footfalls.

- Only by accepting the Watch as Helm's hand can you and the other members of the Guard purge the taint that so deeply enfouled it in the very recent past. Adopt Helm, become his soldiers in this realm, and fight for his cause and by his tenets in your struggle to maintain the law in Sanctuary.

- Stop at nothing to bring about a moral revolution for Sanctuary's folk. Fight immorality wherever it sprouts. Destroy all that which is immoral and against Helm.

- Adopt Helm's symbol, so that all miscreants and heretics may know who it is they deal with when you confront them.
