I wish to clarify an issue of law for you and prevent the appearance on your behalf of unseemly demagoguery. There is no loophole in Sanctuary's voting law that allows Lower Sanctuary to vote in Upper Sanctuary's election.

There is still one single Sanctuary. Legally, technically, and binding it exists as one city. I do encourage you to urge citizens to vote in the election, but do clarify to them that by voting in the election they are legitimizing the rule of the Sanctuary Council over all of Sanctuary and demonstrating the illigitimacy of the treasonous "Lower Council".

Your point holds sense, but is false. Upper recognises the independence of Lower so legally there are two sanctuaries. Simply put, Upper has not yet stopped Lower citizens from voting for its own elections. In effect, the true state of the situation is that Lower citizens are Lower citizens who can vote in Upper elections. Thus it remains a loophole.

After your election, it is my hope you realize that Sanctuary has not recognized the "independence" of the rebels in Lower Sanctuary. Furthermore, if you truly respect the wishes of the people living there you will realize they are not truely free.

1). The Lower Council does not hold free elections. They "appoint" Councilors.

2). Many refuges still have not returned to their homes. They still beg Sanctuary to end the revolt.

3). Even if these people are in the minority, Lower Sanctuary never held a fair vote to determine if it should withdraw and form an independent city, or remain with a united Sanctuary.

4). Since independence over 200 people have died in Lower Sanctuary. Such a death attrition can not last, and I am inclined to think "independence" will slaughter everyone in that section of the city.

I urge you to consider strongly a plan for ending the existance of the "Lower Council" and bringing Sanctuary back together while you sit on the Council.
