Sanctuary, it is time to take a stand. Our town is beset by corruption and we face dangerous forces on all sides. Forces that would see us dead. We must be strong and resilient to survive down here, and now, more then ever, we need unity. Sanctuary has had a long and illustrious history, and has maintained its secrecy and protections despite the ever present and ever malicious threats around us. We have stayed safe, but how long can this continue? Lower Sanctuary has thrown off the shackles of the Tigereye's tyranny, and only has begun to rebuild. House Toboerski is in shambles, torn apart by its own corruption. The Watch’s own Sheriff, the man tasked with protecting our town, stoned for selling and trafficking slaves.

These recent events are not unrelated. They are all tied by the same fundamental flaw within our society. Sanctuary has become stagnant, and the corruption has taken control of our home. This cannot continue. Too long have we allowed this corruption to continue unabated! I do not promise to have all of the answers, but I will tell you this, that as your Councilor, I would do everything within my power to rectify these fundamental flaws within our society.

The Issues:

  • Lower Sanctuary The Tigereyes were an abusive and a tyrannical group, and were unfit to rule over anything. The Watch's reign before, however, was nearly as poor. We cannot force Lower Sanctuary to succumb to our will. A government only rules by the will of the people, and Lower Sanctuary has chosen to remain independent. What we can do, however, is help them address their fundamental need for security, and establish economic treaties and mutually beneficial comprimises. We failed our fundamental duties when the Tigereyes were forced upon the people of Lower, and Lower's rebellion was a natural extension of that. Sanctuary must defend and support its own. As the recent orog invasion illustrated, Lower is in need of our aid more than ever, and I pledge to work with the People's Republic to address those needs.

  • The Laws As was brought to my attention by Sergeant Moonfall, of the Sanctuary Watch, our system of laws are far too loose, and weak. Many fundamental laws and regulations that should exist do not, or contain basic loopholes and flaws. On the Council I would work to strengthen and add new laws while ensuring they are fair, equal, yet strict on those that would break them. Our Sanctuary cannot function as a society without the fundamental order and stability those laws provide.

  • Corruption The Sheriff's vile practices show us the extent those in power can be corrupted. We must take a closer look at all of our public organizations. Investigations must be launched into each to ensure that they are doing their jobs and not abusing the authority they've been entrusted with. No group receiving the people's money should be exempt from this, including the Council itself. We must remain free from external influence, and make sure that none abuse their power. To that end I propose the use of periodic inspections to ensure that the illithid Intryzz is not gaining a hold within Sanctuary, on its Council or through its Civil Defense organizations. Also, full investigations should be made into the leaderships of both the Spellguard, Watch, and Council, and steps taken to provide periodic self-reviews, checks, and balances.
As these problems are exposed, we have been given the chance to rebuild. The chance to change the way this city works. By Ilmater’s grace, I swear to you that I will oppose that which makes our society weak, and that which is corrupt. Ilmater wills that the innocent not suffer for the crimes of the corrupt. This election, you’re yet again given a choice. I do not have all the answers. No one does. I do pledge, however, that I will serve the people's will, and listen to any suggestions or comments you may have on how Sanctuary is being run, and make fair and well-informed decisions regarding the future of our town.

Who am I?

I am Julian Fryar, guardian of Ilmater. For a large portion of my life I helped the needy in Tantras, providing Ilmater's compassion and guidance to those in need. Now, having lived in Sanctuary for the pastafew fortnights, and seen the quiet suffering and myriad of problems we face, I have decided help how I can on a larger scale. Should I be elected to the Council, I will bring with me the teachings of the Crying God, the God who fights for the oppressed.

With Ilmater's blessing I intend to guide Sanctuary with the both the necessary morality, and the resilient strength it needs now, more then ever.

Concerning the Civil Defense Organizations:

  • The Watch We have been betrayed. A massive restructuring must occur for us to be able to trust our protectors once more. We must ensure that our protectors are just, and right, and that they are able to quickly and effectively maintain order and justice in our town. In that vein that I would recommend Jastran Moonfall, the brave woman who brought his injustices to light, to become the new Sheriff. She has demonstrated, time and time again, that she has the best interests of Sanctuary at heart, and that she would ensure a fair and decisive Watch. Under her guidance, it is my belief that we would be able to once again place our trust in our protectors.

  • The Spellguard The Spellguard have been competent and powerful defenders of Sanctuary, but there is much the public does not know of their inner-workings. Pursuant to Walter's corruption, an investigation should be launched into the leadership of the Spellguard, as well as all other organizations recieving money for civil defense. The Spellguard may very well be guilty of no injustice, but much can be hidden. In addition, their investigation and takeover of the Watch should end within the tenday. Both groups cannot be effective while one is under the control of another.
Other issues:

Trade relations We are currently reliant upon the duergar. This is both a blessing and a curse, and it is my intention to limit our dependence on them. This means finding and helping our own miners and craftsmen. We should help the Stoutheart Clan in their endeavors to provide equally affordable metalwork to Sanctuary. We should help the Mikkelson family provide their metalwork. To diminish our dependence upon the duergar, I propose taxing native merchants from Sanctuary less, so that they can compete, and we can finally achieve some degree of economic independence.

Brothers. Sisters. My promises are simple, and they all come down to the fundamental question you face during this election.

Do you want change?

I would see Sanctuary changed for the better. To those of you who would vote for me, this is what I pledge:

I will not be just another inactive Councilmember. I will fight for the people, those who suffer silently, and listen to any questions or concerns you may have, at any time. I will not be afraid of any corrupt officials or law enforcers within our Sanctuary. I want the corruption from our fair city gone, and I will launch investigations and make inquiries until I get answers and justice is brought upon the corrupt.

I will see Watch strengthened, and do everything in my power to have it emerge from this dark time with greater strength and goodness than ever before. We cannot allow slavers within our Sanctuary, and we cannot allow corruption to permeate our own defenders.

I will take measures to protect Lower Sanctuary's right to be both safe and free. Lower Sanctuary has had a long and violent history, and its people have endured much. I would see those involved in the Ubel Rebellion pardoned, and help the people of Lower, through charity and deed. As long as Lower Sanctuary is capable and willing to be free, it shall remain free, but I will strive to meet the conditions that Lower Councilor Orison Hallafat has requested.

Most importantly of all, I will see to it that your vote is not wasted. These are all things that I care deeply about, and I will not hesitate to see them done.

With Ilmater as my witness, I mean to change this town for the better, but I cannot do it without your support. So, I ask of you, brothers, sisters, to give me a chance to bring Ilmater's wisdom to our Sanctuary.

My friends, you do not have to be afraid of going into Upper to vote. You will not be intimidated or dissuaded, and your votes will be honored. I hope that, regardless of who you vote for, you take this opportunity to voice your opinions, for the betterment of Sanctuary and yourselves.

[More of these fliers are spread, particularly throughout Lower Sanctuary, in areas with many poor and destitute citizens. If asked about the one spreading these fliers, people would likely say that it was a kindly older man, with white hair and a gray tunic]

Our Sanctuary lies upon the brink of destruction. We are a settlement of virtue amongst a sea of corruption and terror. It is high time we demanded that virtue of those in power! It is high time we demand that our Sanctuary relinquish the corruption it has held onto for so long and establish a society that is equal to the goodness of its people!

The Toboerski family showed us how strength alone is not enough. The Tigereyes of the dangers of cruelty and hatred, and Sheriff Walters. The man its job whose was to protect us! He showed us how insidious this corruption can be.

The drow, beholders, and illithid were our masters once, but we broke the shackles! We will never again be slaves, not to men like Sheriff Walters, not to anyone. We must stop corruption at its source. We must ensure that our Councilors and Civil Defense organizations serve the will of the people, not of some illithid, or slaver drow!

This is a lofty goal, and the steps to attaining it will be difficult, but it begins now! We have been given the unprecedented chance to enact sweeping and system-wide changes. As we see what Sheriff Walters has done with his power we must ensure that this never happens again. The leadership of the Spellguard must be investigated. The leadership of the Seekers investigated. The Council itself must be investigated. We must make certain that corruption does not return!

We must restructure the Watch. No longer can we afford to allow corruption and self-serving motive to permeate our ranks. No longer can we allow those assigned to our defense be our greatest threat. The Watch must become an institution that is unrivaled in its honor and integrity for it to properly serve the people.

To that end I propose the restructuring of the Watch be put under one who had the courage, and put her life on the line to expose its corruption. With Jastran Moonfall as the new Sheriff, and sweeping changes made to how the organization functions, including new Officers, and new and stronger laws, we will see the dawn of a new age upon the Sanctuary Watch.

I have many other policies. Many complicated theories as to how this town could function better, and I have made those theories known, but what it comes down to is change.

Change from the corruption of Walters. Change from our dependence on the duergar. Change from the fundamental flaws and corruption in how our town is run.

Citizens, I don't ask. I beg of you to make the right choices this election. Vote for those of us who have your best interests at heart, and vote based on what you believe to be right. I hope we will see this change come to light.

For those of you who don't know me, my name is Julian Fryar.

I’ve come to two revalations during my stay here. One of which is why I stand before you now.

To begin, I’d like to tell you of my past. I was born on the surface, like many of you, and found my calling in the Temple of Ilmater, in Tantras. There I learned the value of prayer. The value of being able to defend yourself, and the values of morality, goodness, and virtue.

Two fortnights ago, I had no intention of running for Councilor. No, I was content spreading Ilmater’s message where I could. I could see, even then, the great tragedies of our societies, as I watched people torn apart by violence in the streets of Lower. These things saddened me immensely, but I did not gain resolve until the Rotting Death.

This plague affected us all. As I brought what aid I could the tormented and suffering, stricken with the most terrible of ailments, I was struck with a profound sense of purpose

I realized, friends, that even here I could continue my work. I had the training and abilities to help the people; through the will of my Lord I could do it.

As I worked to aid the people in the chaos in the wake of the Tigereye’s destruction I heard some strange and grim rumors that shook me to the core of my being. Upper Sanctuary sought to regain that power it had lost, and institute martial law upon those people I had fought so hard to save. I knew, in my heart of hearts, how terrible a choice that would be.

I realized then that I had a purpose in Sanctuary. There was one thing I could, one thing that Sanctuary’s founders, in all of their wisdom, had given to us. They gave us a chance to represent the people, to hear their voices and prayers. I could not, and would not sit idly by and allow another threat so grave to encroach upon the people I had come to love. So I stand before you now, a man of newfound steel and resolve, and I proclaim:

If Lower Sanctuary wishes to remain free, they will remain free. But by the will of my God I will see them through it. We will stand alongside the people of Lower Sanctuary, as brothers, and usher in a new era of peace. We will not subjugate them to another group like the Tigereyes, or another Sheriff Dhogur. If Lower wishes to remain free, then they will remain free!

On the Council, I will continue the work I’ve done down here as a citizen. Through this Beacon I have seen hope, my brothers, and through it I will bring food to the hungry, a place to rest for those without homes, and I will work with the Lower Council to improve all of your lots in life.

Do not forget, brothers, citizens of –Sanctuary-. Ilmater is your god. Ilmater is the god of the weak, the downtrodden, the hungry and the poor. I pledge, with all my heart and soul, that I will serve the people of Sanctuary, wherever they live.
