I wish to alert the Council that the Seekers are highly involved in the rebellion and traitorous behavior of Lower Sanctuary. This is a new low even for their reckless, foolhardy organization with its history of luring trouble to the city--they now go forth and actively rip apart its civic foundation.

Specifically, the Seekers have put a candidate on the Lower Council. The man named Orison is a Seeker Agent and member of the Lower Council. It is no surprise to me that the streets of Lower Sanctuary, devoid of public traffic but heavily patrolled by the Lower Footmen, also contains a large number of Seeker inspired fire-breathing priests of the "Ascension" of Frederick Bresley. To emphasize, it is no coincidence that the streets lack commoners going about their business to or from work, and that the only individuals out at all on any given day are the Golden Mercenaries, Lower Footmen, a handful of merchants with no customers, and these recruiters of a radical Seeker cult dedicated to the murdered Frederick Bresley.

Its clear the Seekers are working to expand the divisions within Sanctuary for their own political gains. The only other alternative is that the Seekers, at behest of the Council ran a candidate for the traitor Council in the hope he could foster an end to the revolt. I find the liklihood of this being the case infistentially small.

The first principle of Lower is that of Freedom for its people. To that end, we have established a minimal set of laws.

Lower has suffered long enough from Upper Tyranny, both historically and in the more recent past. As such, there are certain conditions that must be met for Lower to willingly reunite with Upper into a single, united town.

(1) Condition One: Total and Permanent Amnesty for all participants in the Ubel Rebellion.

(2) The disbanding of the Spellguard and a full, unhindered investigation into the crimes of its members.

(3) Now that Sheriff Walters due to Seeker vigilance has been correctly discovered as being the corrupt-slaver that he's been for so long, the appointment of a new, Lower-friendly Sheriff with no ties to the Spellguard.

(4) During the course of any unification process, other steps may need to be taken to ensure that the crimes visited upon the people of Lower shall never be repeated again.

Your citizens ask you Council, why is this man not being arrested for treason? Why have the Seekers not publically denounced him?

Will this city tolerate blackmail from Seeker Agents who will refuse to allow the peaceful uniting of Sanctuary until the Seekers gain their long standing desire to see the Spellguard destroyed. It is clearly a part of a long standing plot. The Seekers murdered Frederick Bresley. The Spellguard tried to uncover it. The Seekers murdered Melinda Bresley. The Seekers send assassins after Commander Simms. The Seekers organize a revolt in Lower Sanctuary twice; once through Ubel and now through their criminally syndicated gangs. They no longer seek to hide it even.

People demand a response. Expect the Sentinel to voice this concern loudly and openly, and with greater stridency until the Council can no longer silence the anger of Sanctuary against traitors who undermine our safety and security in order to push innocent people into a foolhardy rush to find a non-existant path to the surface.

I apologize for sending information that overlaps, but this letter enclosed above bears directly on this continued pattern of provoking civil disunion and violence within Sanctuary.

Eleasis 19, 151 Council Townhall Regard Criminality of Lower Council

I am filing a statement from a concerned citizen. Citizens are beginning to grow weary of the criminal activity of the Lower Council, including citizens in Lower Sanctuary. Many within the Watch and this city are disturbed by statements that the Council is looking to negotiate with these criminals.

I have seen many associate with this criminal known as Grundigle. He hides in Lower Sanctuary and walks unrestrained. Lower Councilors, Ten-Irons aid and befit him. Why is nothing being done about this man's actions? It's not becoming of a leader of Lower Sanctuary to work against Upper with a known murderer and Necromancer. Perhaps I might ask the Lower Council myself if I did not mind risking my life. You've the information I wished to send; Councilor Ten-Irons is an associate of Grundigle, as is Valen.

I plan to speak with the Upper Council on this.

The number of criminals working with the "Lower Council" is a growing indicator of the danger of this organization. Ten-Irons, Grundigle, and Valen are all allies of the Lower Council and all are wanted for numerous crimes in Sanctuary.

I also query if the Council is looking into, or plans to soon investigate the roll of the Seekers with these criminals. If Ten-Irons cooperates with Grundigle, and Ten-Irons cooperates with Seeker Orison it is liable that this is a triangle of cooperation.
