Councillor:
Given the attack on the Canal Gate, the tremendous loss of life and subsequent damage to the gate, the people of Lower and the Canal are anxious.
During the worst of the attack, the folks in Upper pulled the Lift up, effectively sealing what could have been a means of escape, had things gone much worse. Had the Seekers not aided in the gate's defense, it's possible that things would have gone worse.
How long will we live without a functioning gate? How long will we be under-defended, making the Canal Gate be a threat, rather than an asset to our safety?
I look forward to your response as Lower’s Council.

Your concerns are not without merit. The attack, from what I understand, was a grevious one. I can assure you that work will begin on building and replacing the gates immediately. As for defence of the Canal Gate -- it is delicate work. The Cave Worm Clan defend the gates currently, and I would not put Footmen on that gate until relations have been made with them. I wish it not to see like a hostile action, or an attempt to occupy their lands. Work in Lower is moving as fast as it can, but as with all great things it is likely to get worse before it gets better.

Given that the gate was finally held overtop the corpses of Cave Worm clansmen, this is possibly the most critical time to improve relations.
Given that you anticipate the situation in Lower to worsen before any improvements will be felt by us mere residents, perhaps relations with Sewer Town should be improved as well. Should the Canal Gate be overrun, then Sewer Town will be the new home for those of Lower who are fit enough to run.
Alternately, this event could be viewed as the Lower Council's first challenge to which it must rise. This might temper the skepticism with which the Council's authority is viewed, particularly since all members were notably absent during the attack.

Thank you for your prompt and lucid reply to my earlier letter, regarding the (then only one) attack on the Canal Gate.
I write to you regarding a different matter.
Please be advised, I’ve been appointed administrator of what was called the House of Light. It will be open and cleaned in the next several cycles and should re-open for public use by the end of this ride, if not sooner.
The name will be changing to reflect its independence from Upper and other outside influences. Further, the house will have a charter by which it will operate. It is in your best interests to understand this charter.
I intend for this institution to serve the people of Lower and the Canal. Where our goals are one and the same, please know the Lower Council will have my co-operation.

At this point in time, the Canal Gate has been repaired and remains guarded by the Cave Worm Clan of Barbarians. I understand that the raid was devastating, and Upper's response incredibly callous, and I have plans to improve the security situation of Lower if at all possible.
