I have noticed that the spellguard have cleverly struck another blow against lower! There are almost no high level quests down there! A conspirasy of the highest magnitude! Lower residents can do the ones outside of the town walls, however most of the quests involve fronting up to a guard, a seeker etc etc. There are alot of lvl 7-8's in lower at the moment, who wouldnt be seen dead doing over half the high level quests. The two high level quests close to lower, are both damn hard, and one is really out of the range of a 7-8 (unless they are damn skilled).
