Councilors,

Greetings from the independant state of Lower Sanctuary. I am loathe to speak to the council that holds some members who advocated the installment of the Tigereye Mercenary Company in lower, but nonetheless I am willing to speak a few words. The scars of the action of your council remain even now. The day you sent those mercenaries to Lower was the day you lost the respect of any and all in that ward. Men, women and children slaughtered in their homes. Burned to death, publicly executed and treated as little more than animals. Treatment brought on to them by your council and your council alone. I am willing to offer a second chance however, which is more than many in Lower ever would.

Your Spellguard seem intent on destabalizing relations between upper and lower. Yesterday an attempt was made on my life as I travelled to the Seeker Hall in upper Sanctuary. This will not be tolerated. The Independant State of Lower Sanctuary will no longer sit idly by to be trampled on by the Spellguard, The Watch and any agents you as councilors would try to send to our lands.

A proclamation has been made; one I am sure you are aware of. It will remain until you begin full investigations into the Spellguard and Watch, and remove the rebellious elements within that would sooner seek war than peace.

The fate of our two cities now rests in your hands, councilors. We seek not battle, but we will defend ourselves from any and all attacks you or the law enforcing elements of Upper make against us.
