PROCLAMATION OF THE INDEPENDANT STATE OF LOWER SANCTUARY

Let it be known that, in retaliation for the baseless assaults the spellguard have performed upon our councilors in an attempt to silence our voice here in Lower, I hereby excercise my perogative as military and security advisor. No longer is a spellguard, watchman, associate, civil defence league member or any citizen even remotely affilitiated with the watch or spellguard permited to walk these streets. Any who do so will be killed on sight, and such may even be considered an act of War on the behalf of the city of Upper Sanctuary. This proclomation will remain until the Council of Upper Sanctuary forces the elements of Upper intent on subverting lower are reigned in and disciplined.

This is an act of treason, it is the worst threat to Sanctuary since the Ubel rebellion and even there the argument can be made that this pales in comparison. Ubel never sought to entirely break away Sanctuary, to undermine its security entirely, and even Ubel never swore to slaughter wholesale the Spellguard or the Watch.

Your citizens will support quashing these criminals. Arrest them, try them, and execute them. This Delain is a priest of Tempus, this is his first step to starting a war. It can be co-opted if the mayor personally declares the Lower Council a traitorous band or rebels and this proclamation proves that Lower is no longer "rebelling against tyranny or Tigereyes" but is openly looking to start conflicts.
