Lower Councilors,

I want us to get established as quick as possible, so I'm proposing the the following draft be considered as guidance for what we need to do and what laws we should get passed. Suggestions/additions welcome, but let's get this done quickly.

Business for Lower:

(1) Establish a reasonable, minimal set of laws and system of justice.

(2) Determine what relationship, if any, the Golden Mercenaries have with the Tigereye Mercenaries and ensure all former-Tigereyes are judged for their crimes.

(3) Determine a list of conditions necessary for Lower Sanctuary Republic to agree to join together with Upper Sanctuary.

(a) Amnesty for all veterans/"rebels" of the Ubel Rebellion (b) Totally disbanding the Spellguard, and exile or execution for all its officers especially those involved in the crimes against the Ubel family and people of Lower Sanctuary (c) A total re-structuring of the Watch, beginning with the dismissal of Sheriff Walters, into a system that allows for greater transparency. (d) ....

Proposed System of Laws

MURDER - Execution or exile.

BREAKING EXILE - Execution

ASSAULT UPON THE UNWILLING - Exile, fine, or other judgement depending upon nature of crime

THEFT - Thief must surrender all property to the victim/Republic of Lower

ACTS of OUTRAGEOUS STUPIDITY -- Endangering the town, making a nuisance of yourself, doing stuff so dumb and harmful (deliberately or otherwise) that you just don't belong in Lower -- Exile/other judgement

TRESPASS - Fine/other judgement

INVOLVEMENT in SLAVERY or other forms of TYRANNY: Execution/Exile/other judgement

Judgement System

Lower Council can appoint Lower Judges, and provide them with a special badge. These Lower Judges must be approved by majority vote of Lower Council. i.e. Hoaran Justicars, other trusted members of community, etc.

Another Letter

Councilors,

I am deeply distressed by the flyers saying that all members of the Watch or Spellguard are to be executed on sight if they enter into Lower. I do not support this at all. I was not consulted on the matter. It was my understanding laws and proclamations of this kind would need to be passed by majority vote?

I must insist upon their immediate removal.

The matter is one of security and defence. I acted with my perogative. A spellguard agent made an attempt on my life and in response to this they've been banned from setting foot in lower. Considering the recent scandel with the Watch I think it fair it extends to them until the Upper Council finishes it's enquiries and investigations into their collective conduct.

Fellow Councilors,

The credibility of this organization is at stake. If I do not receive some manner of response, or at least authorization to put together a working system of laws independently, I am afraid I must offer my resignation and concentrate my efforts for the people of Lower in another direction.

I have begun to conclude that my fellow Councilors are either all illiterate, dead, missing, or totally uninterested in the process of the creation of a stable and safe community. As such, I have decided to independently pass proclamations, laws, and edicts with the authority of the Lower Council. Expect to see new postings addressing the concerns and needs of the people of Lower within a few days. If you object, we can discuss them. But I will no longer stand impotent in these matters.

The recent attacks and disappearances have lent some confusion to my daily tasks, I must concede.

I admire your work on the laws, I will go over it in detail and then give you my endorsement.

I hope you appreciate my work in appointing Ms Bern Blackhaw to administer the House of Light for the benefit of all of our brothers and sisters.
