A letter left for Michael at the Crone

Friend Michael, I am very near to finishing the proposal we spoke briefly on and am sending you a copy as you requested. I would appreciate any suggestions and improvements you think of, and you may write them on the document itself if you wish. I will make my intentions as clear as possible, I want to form a partnership in this between the two of us. I can tend to the business and logists aspects, whilst you tend to the spiritual and physical needs of the community. This is my first priority now, so please stop me in the streets if you see me, and we can discuss this further in person.

RESTORING HOPE TO OUR HOMELESS proposed by Karhres Stark and Priest Michael of Ilmater

Most Esteemed Mayor and Council Members, Salutations. We bring to you our plan and efforts to help our most desparate brothers and sisters living in destitution in Lower Sanctuary. As of this writing, neither of us has seen an organization set up to assist and train these citizens in a large scale setting. With your permission and assistance, the two of us would like to found an organization for this specific purpose. We wish to procure a facility within the lower part of the city that will provide a multitude of services to the public free of charge. These would include a basic soup kitchen and dining area on ground level. Adjacent to this, a shrine to Ilmater which would tend to the spiritual needs of the community. This would also include the tending to injury and disease, as well as a small classroom for basic education. On either ends of the building, separate staircases for men and women which would lead down to temporary sleeping quarters. Families with children will be allowed to sleep together. Inside and adjacent to the sleeping quarters, an area with running water in which to bathe, again separated for men and women. In the back of the facility and above the bathing area we would like a place for our guests to wash and dry their clothing, as well as an area to maintain a garden. We also ask for space in which to train our guests in what crafts we can find experts in. Above the dining hall we would like an area designated for staff of the facility only. This would be a combination of office and sleeping quarters to better conduct the logistics of running this organization. The whole of the facility would, unfortunately, have to be fenced off and monitered to ensure safety and good order within the complex. With the approval of the council members and the mayor we can begin plans on construction, locating staff, and aqcuiring supplies. Should an empty lot or set of buildings not be available, we would ask that those we displace become full time personel. We understand that this scenario sounds expensive, however there are ways to offset this drawback. I am sure the city has individuals skilled in construction, carpentry, and plumbing, and we ask for any professionals willing to donate their time to step forward for this project. We will also be relying on the labor of unskilled volunteers within the community for much of the construction of the building, as well as beds, tables and chairs. If the city has dealings with individuals which can supply us medicine at a discounted rate we would be very appreciative as well. We will be asking donations for basics such as bedrolls, and clean clothing. We will be asking for volunteers and leaders within the community to work in the soup lines and moniter the saftey of the facility. For all other costs, we plan on asking for donations from organizations and individuals who can give, and personally paying what costs are left over ourselves when needed. We ask the coucil to give what it can to ensure the kitchen never empties of soup and bread. We would ask that members of this organization be considered city workers and be paid a modest salary, though we understand if this is not possible due to budget constraints.

We believe it unlikely that one facility can tend to the needs of all the homeless, but with your help, we can increase the standard of living for many, as well as bring a great deal more hope to all. Those we can train in a craft will no longer have to rely on us for support, and we can rotate them out until everyone can provide for themselves and we are no longer needed. We are unsure as to the exact number of people that need aid, and would like your best approximations in this matter. This will give us a tangible goal to work towards, how many people we can accomodate at once, and answer basic supply and personel concerns. We understand that if this project is given permission to proceed, you will be placing a great deal of faith in myself, Michael, and those we hire. To offset any possible anxiety we would welcome recommendations of staffing from your offices, as well as inspections as often as you see fit. This plan will have numerous advantages to the city, including: lowering crime, increasing general health, increasing the safety of citizens, increasing the number of skilled workers, and increasing overall city morale and sense of community. Once this large group of people can properly see to themselves and their family's welfare, it is my belief that they will wish to give back to Sanctuary in every way they can. With your help, one day everyone within our fair city will be able to provide for themselves and towards the betterment of Sanctuary. Lastly, we would like a list on what the city may be able to supply us with, as well as a list of what things the two of us must supply ourselves. Thank you for your time in reading and considering this project. Both myself, and priest Michael are currently staying in the Crone Inn in Lower Sancuary if any of you wish to speak to us personally. Friend Stark,

You're proposal is most ambitious and brave. However, I have had the fortune, or misfortune perhaps, of dealing with many governmental types. A beaten dog does not turn tail and run away as fast as a bureaucrat asked for money. I admire your desire to do good, but another means of achieving it must be found. The Ilmatari are quite practiced in these matters and thus I have a couple thoughts.

Firstly, ask not for all the coin directly. Instead, suggest that people who choose to donate to the cause be allowed exemptions or refunds from their tax payments. For example, 100 coin donation lessens your tax obligations by half, 250 by three quarters and 500 completely. These numbers are, of course, figurative. In this way, a portion of the cost can come directly from the people of the city, who would be more willing to give.

Secondly, we must write to the wealthiest of the city. I know only of the Archibald’s, as I spent most of my time with the poor, but I am certain a few other families of such stature do also reside in Sanctuary. Perhaps we could speak with the Mayor himself? We would ask them to cover some of the cost, in return for room dedications, or monuments placed within our facility. Men like these desire such things and, as I plan to discuss in my upcoming sermon, which I do hope you attend, self-interest is not always bad if it brings about a greater good.

Thirdly, before any plan is handed to the council we must know that at least two or three of its members find it agreeable. In this way, they can sway their colleagues from the inside. I suggest we start with Ms. Tyrell, who I found to be most fair and honest, and Demetrius Bhast, who is already one of the most notable charity givers in the city.

In the meantime, a bit of patience is in order. I have already begun collections, most of which is spent directly on food and healing supplies, but a small amount will be set aside each day for this endeavor.

I do not see the need for a gate. Like the principal on which the city itself was founded, all, who ask for Sanctuary, should receive it.
