It is closed due to reparations Jozan asked from the councilor of sanctuary. I have not spoken to the man yet, however.

It is most probably I confused it, as it happen while I was not in the city. Councilor Bhast, as far as I know, though I might be wrong. At the moment I try to haste things, in order to take an action fast with the children of Lower.
