I agree with the last post regarding this topic that PP is sadly under-utilized right now. But! Instead of arguing about that, or discussing how to implement it for stealing items from players - why not come up with ideas to make it used in other, unique-but-useful ways?
So if you have some ideas, let's see them. I'll start by listing what it does right now, and then add some ideas on what it could do.
Current uses:
1. "Discreetly" aquire things. Know how it says "You see blah take bleh" when someone picks up stuff? Well, you can use your PP toggle to try and avoid this. Of course, if you fail it, they see "You see Blah discreetly take bleh" etc.
2. Hiding things in guard searches. You might be able to "palm" things, or keep them hidden in secret compartments, etc, so a guard can't find them. Unfortunately, it doesn't tell you if they found the things or not.
Potential uses:
1. Covert searches - the ability to peek into someone's backpack when they're not looking, or to bump into them and feel how fat (or jingly) their goldpurse is, etc. Similar to the guard search, except it succeeds only if they don't detect you doing it.
2. A pick-pocket specific quest. Something open to all levels, and maybe somewhere in public. Essentially to bring PP back as a way for a sticky-fingers to make a bit of money with the ability, not unlike the way you can use some skills to get potions out of other quests, but in a way that retains the risk of them being exposed (maybe arrested, fined?) for failure. Ie, Bob wants something that Joe has, and Joe won't yield to any threats or promises, and is always in sight of a lot of people or guards, etc.
3. Poisoning things already in people's inventories. Better yet if you could specify what to put it in, so you might be able to drop it in that ale you're about to propose a toast with. To counter this, the ability to use heal to check potions and things for poisoning without the use of a checker might be nice, of course with a high DC.
3b. Planting things in people's knapsacks. While clumsier than 3, and not as useful for assassinations (unless you implemented explosives and timers), it could still be useful for framing people. Probably not something that would occur so often that it would need to be scripted, I guess.
4. I think someone has already mentioned the possibility of using it in gambling scripts. That would, of course, be great.
