While cleaning a room in the Rock Bottom, Spencer discovers a note wedged in a bookshelf. It is an imcomplete letter to Erin Larche of Sanctuary Watch. It appears to be in the hand writing of Samar Kandotrolin, the missing politican. Spencer decides to deliever what is left to Erin.

Dear my dear Erin,

Enclosed is my plans for Sanctuary, as the IMPs are disbanding and unwinding, I don't know if they will ever see the light. But here they are, so that you, my good freind can appreciate them. And how they will aid all. If at all possible please get this essay sold at the Rare Book Shop or Scribe Shop, the word must be spread.
