Fixing Weapons with skill bonus'

There was a post in the DM Q&A that dealt with martial weapons that have skill bonus'.

The item in question was a light hammer that gave skill bonus'. I have a hammer that gives craft trap bonus +4 and while a rogue could use this skill, he can't use the hammer without Martial feat.

This would, without taking the feat, restrict this items use to really a Ranger who can take points in craft trap. If this limitation was the original design, thats fine, but personally I'd like to see gloves or amulets, or rings that grant this instead of a hammer which has additional restrictions.

Anyone can take Craft Trap.

I think that's also a way for the DMs to show a litle bit of the "quirks of underdark items" while maintaining a low magic level. In addition, it also helps stimulate PC based trade as well as character development. You may decide to take a feat based on an item you have, there fore developing your character in an unplanned way.

where do you get craft componets for traps?
