Councilors,

I would like to offer up what will surely be a highly controversial suggestion for the city regarding the so called cult of the flame. My investigations into this group are extensive, and I continually come to the same conclusion regarding them. They have broken no laws through their worship, and thus should no longer be treated as criminals.

Lets bring them out of the shadows, and officially recognize them as a religious group and not a cult. It will not only make it much easier for us to keep tabs on them should they try something, but will actually make them less likely to try anything in the first place.

I am certain to catch a lot of flak for this, and surely people will once again suggest that I am an ally of the enemy. However, this is not the case. I honestly believe that this will make us safer and am willing to take the blows for suggesting such for that very reason.
