Proposal to the Watch for Clan occupation/rental of the Abandoned Staircase:

The Stoutheart Clan wishes to acquire the right to occupy the Abandoned Staircase as the new clan home. The purpose of this is for the betterment and improved protection of Sanctuary. To this end, we propose the following:

1. Brewery Clan Stoutheart intends to install a facility to brew ale for sale to alcohol selling etablishments in and around Sanctuary. This could prove to be a solid export, as the tastes are shared by the duergar miners near to Sanctuary and farther afield at Fort Mur, and potential customers via the traders at the Blue Mushroom. We feel this will be a potentially valuable export given time and production capacity. This facility, it should be noted will not produce beer, as we have no desire to interfere in the trade of the existing beer brewery.

2. Public Forge Currently, nearly all steel work comes from the duergar forges. This results in a net trade loss to Sanctuary. With the number of skilled slaves coming into Sanctuary, we feel that it is in the public interest to have a forge available to skilled craftsmen to ply their trade. We feel that the products generated by the public use of this facility will make Sanctuary's trade with the duergar more balanced, as well as promote the development of skilled trades so vital to the economic wellbeing of our city. For a small fee based on time and usage, the forge would be available to any and all citizens wishing to make use of it. Note, however, that the forge will require coal and ore, which can be obtained from the mines recently discovered. As it stands, we are currently unaware of any forges in Sanctuary to make use of the produced ore once these mines begin production.

3. Civil Defence In times of emergency, Clan Stoutheart offers the arms and skills of any of its members to bolster the ranks of the Watch. In times of need, we feel that it would greatly enhance Watch knows it will have immediate support from any and all available Clan members. We currently have over 20 members in our Clan, and hope to expand our numbers further. Our current member list is attached. This obligation of service to the Watch is, of course, limited to legal operations within Sanctuary. Any operations outside the legal jurisdiction of the Watch will of course be voluntary.

4. Rent All profits from profit generating operations in the acquired space be allocated as rent - less, of course, maintenance and upkeep costs. While this may not be a significant amount at the beginning, as revenue increases, so will funds flowing into Watch coffers. In addition to this, Clan members offer to donate no less than 250 coins (taken from donation bowl) PCM.

5. Civil Defence League Currently the CDL has no base of operations. We offer the use of a suitable space for the CDL, to train and organize their members. While the CDL is more closely associated with the Watch, we believe it would be in the Watch's interest to have them in an area that is both secure and immediately accessible to the Watch.

6. Rothe Farming Currently the city has but one rothe farm to supply its needs. If the proposals from Lower for separation from Sanctuary go forwards, this will jeporadize the food source of many in upper, should they restrict exports of rothe and rat meat. Clan Stoutheart proposes to develop the outer areas of the Abandoned Stairwell into a rother farm to fill this need. The area has shown an incredible ability to grow mushrooms, and we are confident that the mushrooms will be more than adequate to sustain a reasonable sized herd of rothe.

Good Members of the Watch,

Sir Leon Belmont has joined forces with the Stoutheart Clan in pursuit of the area below the Ruined Stair. This adds considerable strength to our already formidable combat power, as well as the divine gifts these good folks have to help keep Sanctuary safe.

Fortunately as I have not received word as such, he has informed me that you require a monthly payment as you preferred mode of payment.

As stated before, we would be willing to increase the sum to 1000 coin monthly, or one fourth of the total profit any Stoutheart industries located in the area produce - whichever is higher. We plan on implementing a brewery for very affordable, high quality Stoutheart Ale. We will also develop a forge for the production of arms and armor at a more reasonable rate than the fare sold by the Grunstubhles. A rothe and/or mushroom farm was also mentioned for added food production, all outlined in our original proposal.

I would point out that if these industries prove highly profitable, that the income to the Watch would be quite significant. Add the bonus good quality arms and armor production, added food production, and the production of affordable fine drink, as well as the military might of the score and a half members of our two groups available to the Watch in times of need would seem quite helpful.

We eagerly await your decision on this matter, and hope that our sincere effort to make Sanctuary a better, safer place will benefit all.
