I think it important to establish some manner of extradition rights between your men and ours. I'd go through our council, but they move slowly and will debate it for months. In the meantime, feel free to make requests of the watch for persons that may be hiding from you in upper and we will do the same.

The choice is yours how to deal with our requests, but understand this could go far to laying a working foundation between our lawful organizations and avoid the pains and consequences of what previously exsisted with the tiger eyes.
