A human dressed in a helm and expensive, embroidered raiment bearing an iron gauntlet is seen putting up letters in several high-profile areas throughout Sanctuary. He is seen, at times, shooing hungry children for their 'corruption', striking down beggars with similar accusations, and preaching in passing Torm's virtues of 'Love' and 'Peace' and 'Smooshing Evil Without Prejudice'. The letters read,

"People of Sanctuary,

The corruption in this failure of a city is enough to make me gag and choke, even as I sit here painstakingly writing these letters. I have come to tell you all that you are not beyond redemption, and Torm is offering you one last chance. Repent of your numerous sins, every last one of you, and Torm's wrath will not be visited upon your wickedness. So next time you try to sneak a spore loaf without paying for it, or show emnity towards Torm's beloved order, or even breed pety falsehoods, Torm and His Paladins will be watching you and ensuring that you get your just punishment.

My final message goes to the cowardly Necromancers who make their home in the city. You are beyond salvation. The former peace in your souls, and those of anything or anyone you come in contact with, is already damaged beyond repair. If you let even a toe out of Sanctuary, I will slay you without mercy, carve up your bodies and feed the meat to the trolls, who are also doomed to destruction - Cease your dark arts. Any who do not follow Torm's rules and Torm's Order will very quickly find themselves answering to us.
