Councilman,

Allow me to introduce myself, I am Michael, priest of Ilmater and recent citizen of this fair city. Word of your charitable nature is hard not to come by. I too believe strongly giving to the less fortunate, and would like to make steps to establishing a charity devoted to healing, clothing and feeding the children of this city that are in desparate need of help.

I would like to have permission to establish such an organization, put up flyers and hire volunteers. If there is a way that this organization could be sanctioned by our government, devoted to social programs such as these then that would be preferable. I invision a department of public charity, or the like, that organizes all the social programs into one. In this way, people are less likely to give to beggers directly, who sometimes spend on booze rather then feed their children. If such a department or organization already exists, then perhaps you can point me to it?

Ideally, I would also like to establish a system of tax rebates, to those that choose to donnate to these social programs, though I understand this will take some convincing of many of the council.
