What legitimate authority do these men from Lower have in the establishment of Law and Order within Lower? Are their "Footmen" to be acknowledged and obliged in all requests as a man might the Watch above?

I find it cravenous that Lower has taken this district by force and open rebellion through the destruction of the Tigereyes and further believe they've any authority over any man simply because the fools proclaimed themselves Councilors.

Councilors, I think this facade has lingered long enough and I believe it is time the true people of Sanctuary know how Lower lies in terms of authority and legitimacy. Has this Council any authority, if so, are they now a seperate state? Is Sanctuary to bend the knee to revolting men who raise arms and take land from their brethren, only to think themselves right upon claiming themselves rulers?

There must be Order, and there will never be any as long as Lower is seen as a land filled with insolent fools who took what they claim as theirs from Sanctuary. There will never be order as long as fools who think born steel makes them men control our Lower Sanctuary.

The Council cannot wait forever.
