Unless the council has given you the right to confiscate the property of individuals that have commited no crime, you have no recourse to take said persons keys. I am doing you a favor by not posting this publically, but I would hope that you could explain the situation to me. Thank you.

Ian,

We are not taking their keys. We are asking that the people with them, when there, allow us to do our duty and investigate the estate. The keys will not be taken away from the people, we are merely using them to unlock the doors in the Estate so we can complete the investigation promptly. I am sure that the person who claims ownership of the Estate does not want the watch poking around in it forever, and it is in his hands how long he wishes the investigation to take.
