By now I'm sure you've seen the notices posted by Watchman Taddle of Upper wherein he seeks those "experienced in gang warfare". Though there is a slim possibility that he may desire these people for some hidden problem in upper, I find it more likely that this is the precursor to a band of vigilantes from the Upper Wards unlawfully attacking the unjudged in Lower.

Should this occur, know that the Harbingers will NOT stand idly by and allow the hard-won peace to be broken, nor allow justice to be made a mockery of by nothing more than a lynch mob.

I'd suggest that you deal with this situation politically now, before it gets worse than it is. Everytime someone from Upper has come here to "set things right", it has resulted in riots and deaths.

Should we see these mobs enter lower and disturb the peace, they will be subdued, judged, and sentenced, in Hoar's name.

I was most pleased after reading your letter, and I understand your concern. I will talk with the gangleaders, and with Taddle himself, in an attempt to stop open war between our towns. Should there be complications, I myself, and my allies will do what we can for Lower, and to uphold justice. I would be proud to lay it down by you and your Doomsayers side.
