Councilor Toboerski/Councilors
Here you have in writing, three incidents wich I see as unacceptable. The attitde spreading through Upper towards Lower worries me, and must be dealt with. However, these three are actions of the Watch.
First, the fact that Watchmen sent plague victims down to Lower, rather than the camp wich had been arranged outside the walls of the Upper gates. Watchman Taddle has confessed to doing so, altough others are rumored to have done the same.
Second, the dwarven Watchman called Gloinar I beleive, ordered me to leave Upper, just for speaking in my defense when I was slandered and threatened by a thug named Tydus and his dwarven companion. Private Taddle should be able to confirm this, aswell as the man known as Er'cero. Other than that, a man wich Gloinar dueled after he sent me away was there. I know not his name.
Third, our Upper gates were sealed as I was making my way back into town today. I think Watchman Taddle was responsible for this, and it is a clear sign that he does not appreciate our work. The other Watchmen present seemed to be neutral towards this kind of behaviour.
I hope this will be of use to you, and I hope measures to discipline the Watch will be taken.
Mr. Wesh, Speaker of Lower
