Council members,

A beggar I spoke to today claims he followed a "shady man" into a warehouse on the southwest side of the Canal Ward. Allegedly this man spotted him entering and assaulted him with holding magics. However I am not writing to report a crime. Since the beggar cannot read nor write, on his behalf I would like to inquire about who is the owner of the warehouse.

That is anyone's guess at the moment. Property rights are not being well respected in the Lower Ward at all. The actual owner is unlikely to be currently involved with his property but this really is a matter for the Herald. The Council does not maintain property ownership records.
