While I know that you have many things to do before what I propose can be taken into effect, the stiutation deems it necessary for me to inform you of this.
The sheer number of corpses in Lower prevents the application of cremation, and indeed the bodies seems to be reistant to any fire I could bring to them. Therfore, a Mausoleum in Lower, however temporary this may be, is a needed measure.
I write this only to inform you of the need.
