Today, I conducted another scouting mission of lower to ascertain the status of the security situation in lower. While I conducted my patrol, I realized that there were not prominent gang members on the street. My interest was sparked, so I began to conduct a search for where these individuals could be. After a few hours and poking around, I found a massive meeting within the former halls of the Tigereye Complex. There were at least a dozen individuals in attendance (Barry Wesh, Jozan Silas, the Golden Merc Dwarf, Frum Hill, Mormont Baelister, etc). Furthermore, there were at least two dozen gang members in attendance.

Apparently Barry Wesh was the individual responsible for organizing the meeting, and was proposing topics of interest to discuss. One of their topics of discussion pertained to the consolidation of gang leadership in lower, as well as an establishment of an independent ruling council in lower. I could not obtain any additional information due to a number of guards that were standing watch at the door. After a few moments, one of the wizards began to cast a number of spells upon himself. Taking this as a sign that my welcome was wore out, I quickly and quietly departed out the back door.

This could be the first steps toward gang consolidation and rule of lower. I will continue to develop information pertaining to this, but I fear with the presence of Baelister, the Golden Merc Dwarf, and Hill, the movement to legitimize these gangs and thugs into political leaders of lower is in motion.
