A sealed letter to the Council. [DM and PC's]

Honourable Councilors,

I enquire about the availability of any unclaimed building within Sanctuary. On behalf of the Order I represent, I am interested in acquiring such a building.

We are the Order of the Penitent Heart, an Order dedicated to the godly triumvirate of the Triad; Tyr, Torm and Ilmater. We have begun, and intend to continue to spread our faith, combat evil, and aid the people of Sanctuary in any way we can.

We strive to bring light and goodness to the town of Sanctuary. Many groups have tried to uphold these virtues in a similar manner, but those groups have failed because of a lack of foresight, and a lack of steadfastness in faith and resolve. The House of Light, for example, failed because of their inability to accurately and quickly assess the dangers around them, and respond to the obvious threats against them. Our Order does not intend to make the same mistakes. We will not ask the Council to try and back our house in Lower, even though that may be where we could do the most good. Instead, we merely wish the opportunity to be given a headquarters in Upper Sanctuary from which we can spread the influence of a good, yet strong faith.

The Order of the Penitent Heart will uphold the values of the Triad, provide as much aid to the beleaguered people of Sanctuary as we can, while maintaining a strong position on matters pertaining to faith.

We wish to acquire this building for many reasons. We wish a headquarters from which we could operate, undertake missions of healing and help to the citizens of Sanctuary themselves. It is apparent that this would be a sound investment, even if you doubt our ability to accomplish those goals. The citizens of Sanctuary are tired of being betrayed by groups like the Tigereyes, and gangs warring throughout Lower Sanctuary. They want a group that is loyal to them, yet also dedicated to the ideals of goodness and faith. If nothing else, we will be able to provide the people with safety and comfort in a time and atmosphere bereft of both.

In addition to this, our Order has heard of the plight of the numerous new orphans within our town. Should the Council wish it, the Order of the Penitent Heart would gladly, in addition to the other tasks and obligations we will take on, house these children within our building, should you choose to provide it. Within this orphanage we would be able to provide them with a moral education, as well as an education in how to defend themselves, and in all manner of goodly gods in addition to housing, feeding and clothing them.

As followers of the Triad, we are trusted by the people unlike any other group within Sanctuary, and we believe that your trust would be well-placed with us.

There is no property that is unclaimed in Sanctuary, all property is owned directly by the city of Sanctuary and maintained by the Council. Nor do I see a need for an order so similar to the Zealots already. Volunteer your services to them but it is not for the Council to support any religious orders that would violate the freedom of our people to worship their own gods, and supporting your order would show favor to a specific religion.

Further, I'd invite you to speak to Sir Alexander Archibald. His Order and my own are attempting to calibrate rules, standards of conduct, and ethical guidelines for all knightly orders that will seek to operate in Sanctuary to ensure they are properly managed. If you wish to remain unaligned with the Zealots, this will be a firm measure to demonstrate your commitment to the city and working with the established forces already doing the services you claim to work toward which will establish for some on the Council your commitment to work with others and not as a rogue overzealous religious cult.

Sir Dungal Toboerski,

We understand your concerns, and we will certainly take your advice in speaking with Sir Alexander Archibald. Our Order does have stringent standards of conduct and ethical guidelines, and we are dedicated to working with the established goodly forces within the city. However, there are a few things that we would appreciate clarification on.

Firstly, who are these Zealots you refer to, and who is currently leading them? We are unaware of any other group with a similar purpose to our own operating within Sanctuary at this time, and we have no intention of aligning ourselves with a group that we know nothing about. If you are referring to the now defunct House of Light, I was led to believe that after the tragedy at their House in Lower, none of their group remains left alive to lead them.

As far as us being religious zealots ourselves, I assure you that you are wrong. We are not a vigilante organization, and would seek solely to work within the confines, and promote, of the Laws of Sanctuary and the people therein. The Council supporting us in this matter would be the Council supporting a charitable and good organization, dedicated to aiding the populace, rather than supporting or promoting a particular faith.

Other Temples exist within the city that do even less than we, and though you may not believe it necessary for our faith to be promoted, that wouldn’t be the primary focus of our Order. Our faith is our guide, but our actions will be purely based upon the goodness of our hearts. There are a myriad of tasks and responsibilities that members of our Order would gladly undertake that few others would. Because of our faith, we are willing to undertake tasks that will help the people of Sanctuary at no charge whatsoever. We in no way intend to force our religion upon anyone, or force any citizens to worship our Gods.

Supporting the Order of the Penitent Heart would be the Council taking a step to support a charitable organization dedicated to the belief that Sanctuary is in need of a strong moral stance against the those enemies that wish to destroy it, and a strong stance in the protection of its citizens within.

Your response is appreciated, and you seem to have some misconceptions about our group that we hope will change as we establish ourselves.

The Zealots of the Ordered Mind. A mistake in my mind that proves the danger of allowing an order of paladins any support in the city. They discriminate openly against citizens, claiming some god given sense to know who is worthy of protection and aid and who is not. They spend much of their time hunting down aberrations and burning down buildings in the city because their gods tell them the people inside aren't kindly and gentle but tainted by the terrible experiences of the Underdark.

Please understand the disdain a man can have of paladins after experiencing their attempts at slander, claims to supernatural gifts to harshly judge and discriminate against people, and the simple fact that you can not claim to be a paladin or priest without requiring yourself to promote the tenets of your faith.

Simply put, I believe that any attempt by the city to promote any religion over another is doomed to cause injustice, greater discrimination against peoples, and religious rivalries that can undermine the fabric of our society. I wish you well in your attempts to forment your order on your own, and to raise the money to purchase the land you desire but I am confident the Council will not grant any land.

As far as I am aware, the House of Light is actually owned by Demetrius Bhast. What he plans to do with it now that its been a proven failure is up to him to decide but Archibald, Bhast, and myself have been using the House to deliver charity to the people of Lower Sanctuary.
