This letter is delivered to the office of the Herald for distribution to the council.

Esteemed Council:

Your desire to utilize the Spellguard, and especially animatrons, to establish control in the Lower ward should be considered very carefully; the majority of Lower fears our Order because the do not understand it, nor have they demonstrated any desire to understand it. Their fear will likely incite them to riot, and the only course of action then is to defend ourselves with lethal force. If this predicted loss of life is tolerable to the council, then I trust responsibility will not fall entirely upon the Spellguard, and it will be clear that the council commanded us.

If the Spellguard is only to have the task of rebuilding a recovery outpost in the relatively isolated southwest quarter, this might be more safely done without public displays of force, or common knowledge of its reconstruction.

Duly noted Agent, and we will certainly heed the advice. If you wish to propose a plan on how you will covertly retake the animatron culling stations and keep it supplied, please allow the Council to know of an alternative.

I'll remind you the Council still awaits your response to its initial querry. I'll remember that you sent your disapproval of our initiate before you sent your acquiesence to our querry however. I find it ill-fitting for an institution sworn to obey the Council and hope it is merely a case where this letter traveled much faster than the thick document containing the answers the Council requested.
