Letter to Winston (DM)

It is my hope you understand that we both desire the best for the Lower Ward. However, the time in which it was likely for the Lower Ward to establish itself as its own sovereign is diminishing.

There is still too much violence, too much chaos. The refugees are begging the Council to take a firm course, the Watch has drawn up plans to quell the gangs from behind barricades, and many in the Watch noted that for all the desire of Lower Sanctuary for independence, just as many citizens voted in this election as do on average-which leads many on the Council to believe that the view of desiring "freedom from Upper tyranny" is a very distinct minority view.

Even more grave in my mind is the failure of any force in Lower Sanctuary to arrive at a conclusion to the violence. Gang killings still occur, other than a few power seekers like Julian Valerius and Barry Wesh none have called meetings to end the chaos.

I find that your gang is one of the most trusted and popular in Lower. I believe that the best result that can be hoped for to save lives, is a compact between your gang and the Council in which we compromise a solution quickly to bring peace.

I am afraid that your points are somewhat skewed from reality. In truth, things have largely settled in terms of gang violence in the past month - only a handful of minor disputes occur and things are reaching stability in a course that was antifipated. Each day, the streets grow calmer and we take one step closer to unity. Time heals all, as they say.

As for your views on this election, consider that voter turnout from citizens of Lower Sanctuary has been traditionally low, often less than 50%. Now consider that many ex-citizens of Lower have been coerced into voting for the first time, now that they have emigrated to your town. This would reflect an estimated voter turnout of around 25% among citizens of Lower Sanctuary. Let's take a look:

Last turnout : 40% New votes from ex-citizens : 15% Voter turnout this election : 25%

I'm not sure how these figures support your argument. Perhaps we may meet, but I am a busy man.
