Sealed Letter to Councillor Archibald - Archibald Estate.

Councillor,

I write to you in light of the recent comradery we have shared, and in the spirit of the many times I and your men, and yourself have now shared the responsibility of the pursuit of justice in the treacherous and lawless environs outside of the Upper wards. We have fought alongside each other, bled into each others arms, and given our lives beside the other. There are few bonds closer than that of men drawn together by a common goal.

By now, you know firsthand that the Harbingers have come. What was once sundered and broken, is made whole. We have returned to Sanctuary, and we have brought justice and vengeance with us.

I write to you now to present to you a thought. It is the intent of the Harbingers to uphold justice in lower, whether we are asked to or not. We are generally well received by the people of lower, Hoar long being considered by many to be the "state religion" of the Lower wards. We are not considered outsiders, or invaders. The people trust us, and come to us for solace, order, and structure.

Propose to the council that the Harbingers be granted the powers we will be taking upon ourselves anyways. We are charged with a holy duty that will be done, irregardless of sanction. As this duty is considered a holy responsibility of our faith, we will undertake it for now at no charge to the town, although once we have proven our capability, we would like to enter discussions with the council to negotiate a modest budget, within which we can operate our day to day expenses, and provide for the defence of lower.

I implore you. With our assistance, we can mend the rift between the upper and lower wards.
