Councilors,

What follows is a report I wrote concerning a new city of kobold kind recently discovered. The location of which has been censored out for the moment to avoid any leaks to the public, for reasons my report explains. I would be happy to inform you in person, instead of written word. My specific requests regarding council action are in the final paragraph.

PanamaLane Upon one of my personal quests to find a pathway to the surface, I came upon an odd door (censored out). To satisfy my own curiousity, I knocked upon it and waited for an answer. I was greated by a kobold, who was most fearful of my presence. After much discussion and word play to confuse him, he agreed to take me to his master. While leading me to him, I noticed a number of passage ways, which I was told were mines and caverns that lead to various parts of what was actually a large kobold city. It was then I noticed that these kobolds were the very same that have been growing more prevalent in our town.

I was presented to the master, who was at first most fearful of my arrival to his city. Oddly enough, he was human and I could tell from the moment I set eyes upon him that he was a man of great power. He asked what had brought me to his domain and if others knew of its existence. I told him all that I knew answering questions about our city in full with exception to those that might compromise our safety.

Those around him reffered to him as My Lord, so I took to the title and did not request any other name to avoid offense. The Lord expressed a fear that prejudice against his kobolds would lead to many of Sanctuary's citizens to attack or somehow hurt his peoples in some manner. I did my best to express our good faith unto him, though I am not entirely certain he was convinced by this. He went as far as to put on a display for me of great magical and physical power, suggesting that they would defend their lands ferociously should Sanctuary ever become agressive.

It was at this point I put forth the question of what would become of us should we prove to be passive, and offered the ideas of trade and allience with him and his clan. He proved himself to be a most educated and reasonable sort and suggested that this was not beyond the scale of possibility. I took a great liking to him, and I believe I also made a good impression.

He suggested that I return to the city later to discuss talks of trade and alllience, but for the moment, he would only allow entrance into the city for me until we have earned his trust. I am hoping that the council will write up some set of terms, so that I may offer them for his review upon my next visit. They need not be anything serious, such as trade negotiations or offers of truce, but a simply wirtten and ratified document that suggests we are interested not in violence but in peace.
