While many matters of the peerage are being discussed in the Council, there is little chance of it being approved at this early stage.
I believe it will be in our best interest to bypass the Council in some ways to begin to establish a proper system within the city.
Foremost, I believe we can begin to maintain a record of knightly orders, individuals with noble blood, and exert our oversight in this matter. An establishment of a method for overseeing honorable duels within the city. Perhaps other issues come to your immediate mind.
This will demonstrate to the city at large why an aristocracy is necessary.
