The city calls upon you once again for guidance and your own honest voice. With the loss of the Tigereye mercenaries, the city has been accumulating the funds that normally will go to their payment.
We desire to transfer these funds into charity to feed, house, and clothe the refugees taken in by the Archibald estate and those still dwelling in the shambles of the Lower Ward.
The major charities in Sanctuary are run by members of the Council however; Bhast, Archibald, and Toboerski. Therefore, we have recently approved the following legislation:
The Sanctuary Unity Fund should go to the procurement of needed supplies to feed, clothe, house refuges and citizens in Lower Sanctuary. Since the major charities in the city are all run by Councilors, and the Council wishes to avoid any allegations of impropriety or misuse of these funds, former Councilor Ernestine Helthor is nominated to oversee the use of these funds and the individuals who will be doling them out from the Archibald estate, and the Lower Sanctury refuge camp. These supplies will be escorted by Toboerski Knights and Bhast's mercenaries when they go through Lower Sanctuary.
This is a temporary measure. These funds will be discontinued once the Council determines they are no longer necessary to keep the Lower Ward and its refuges safe, fed, and sheltered.
