The Council is preparing to bring peace and order to Lower Sanctuary. This may call for the use of strength to eliminate gangs who will not consent to control.

I look favorably upon keeping your Clan in control of its current territory in the Canal Ward and have no intention of allowing anyone to interfere with this. It is my hope though that your Clan can lend its strength to putting down those who may violently resist a return to order, when the Council calls upon you.
