Letter to Spellguard, Watch, Society, Seekers

The Council is nearing a decision on Lower Sanctuary. It is our expectation that a cleansing of the city's gangs may become necessary if they resist a return to law and order.

To help the Council plan this situation, we require information on the current strength of your forces and their preparedness for combat.

We will require the number of men in the Watch and CDL, as well as any special tactical units or abilities.

We will require the number of wizards capable of partaking in manuevers along with their expected support from active and repaired Animatrons. Expect that at least a portion of the Spellguard force may be called upon to retake the Culling Outpost.

The man power of the Society's forces and their skills ability, and recommendations on their greatest usefulness in an upcoming operation which may be directed toward capturing important outposts and eliminating dangerous, entrenched criminal elements in Lower Sanctuary.

The Seekers will have perhaps the most important obligation. The Council hopes to retake Lower Sanctuary peacefully through a number of proclamations but must prepare for resistance. The Seekers will need to formulate plans to ensure the protection of the citizens, and the removal of them to safe locations near the Canal Gates or up the lift to the refuge camps and Arena temporarily should this become necessary.

Please realize, the Council has not fully deliberated our response but these requests are to allow us to make plans rapidly, respond quickly, and end the violence as readily as possible.

Councilor,

First of all, I am certain you will hear more about this from my superiors, however, I thought it appropriate to add my own thoughts to the mission since I have learned much from personal expirence about what went right and wrong in the sweep we excuted to eliminate the tiger eyes and red smiles from lower not so long ago.

Though I would have to clear it with my superiors, I estimate that somewhere between five and ten men could be lent to this objective from the watch ranks, and another five from the CDL. As you are aware, we actually have close to 60 men in our ranks, but the probably of all these men being commited are very slim, as the protection of upper is still our main objective. The men on the mission, however, would some of our best trained, if not highest ranked, members, and most certainly led by and officer.

Additionally, I know the sheriff quite well, and am certain he will be reluctant to commit anyone if he can not be certain that most if not all will be returning to his ranks. Therefore, you should inform the rest of the council that we are battle ready, but will only move with support from the spellguard, and duputized members from mercany groups.

Regarding tactics, the most important thing to consider in this kind of large scale opperation would be the complete achievement of objectives in a fast, effective manner. Ideally, some plain clothed men would be posted at the lower gate and other various exits from lower before hand to limit the chance of escape of high priority individuals once the opperation begins. Once ready, a full sweep would be executed starting with priority targets that you could provide to us. These targets would be personal (high ranking members of these gangs), and ideally places that they can be found. From this, we would simply move down the list, capturing or exectuting any that show resistence. Depending on our numbers, the invasion force could even be split into two groups to decrease the time in which these targets could be reached.

To avoid some of the problems we saw during the last lower invasion, capture should be stressed more then exectution. Our guard wands work in lower, so this should not present a problem to those willing to surrender. Our numbers and strength must be enough to ensure that any thought of resistence would be completely uselss. The best way to achieve this is to surround these targets, inform them of their arrest and either slay or arrest them immediatly depending on their actions, then move directly to the next target.

I would also stress that this mission need remain secret, so that the enemy can be taken by surprise, overwhelmed and squashed before the people of lower even discover what is going on.

From my own personal perspective, this is most welcoming news. Too long has bodies piled up in Lower due to rampant gangs and thugs ruling the streets. These gangs have violently taken up refuge within public and/or private residences, which cannot be allowed to continue. Currently, a heavily armed gang is currently residing within the House of Light, which has always belonged to the people. Should you seek to disarm these gangs and purge them all from buildings not their own, then I will pledge my service to this cause.

Assuming we establish a capable force of personnel and we disarm and remove these gangs from their current residences. What then? Which law enforcement organization(s) will handle security?

Internal to the Seeker Organization, I have presented a strong argument that three organizations listed in the Civil Defense Act (Watch, Spellguard, and Seekers) should handle the responsibilities of providing a safe and secure environment in lower. These three organizations are the sanction organizations responsible for insuring the safety of its citizens, while eagerly seeking for the Way of the Ascension. Would you concur with this perspective?

I will relay this information to the rest of the seekers and agents, however I am uncertain at this time how many assets we can provide to this cause. I will converse with Ivlysar to gain his perspectives and concerns as well. I will be in touch soon.

Seeker, this did not answer my querries nor are you services "volunteered" you and your organization will do as the Council orders once our plans are fully drafted.

Formulate plans for what you've been asked and the sooner you get them to the Council, the sooner we can act.

Esteemed Councilor Toboerski,

The Society's "man power" is very limited. Furthermore, we are not interested in acting in a hostile manner upon other people when we are not threatened, especially when we have other duties more close to our calling to attend to. After the Steady Hand incident we have been reluctant to opperate in lower, and attacking, rather, "cleansing" its inhabitants in order to impose "law and order" upon those who may live after the events to come is not a desirable course of action for our bretheren.

Only the mysterious remanents of the Steady Hand tavern, specifically its cellar, pertains to us or our duties in Lower proper. If you manage to secure the Canal Ward and begin to investigate that place peacefully and carefully we will be very willing to assist. But until we are given urgent order from Mayor Bresley to respond to, nay defend against, an erruptious crisis we would ask you to kindly ommit the Society of the Ordered Mind from your plans.

As it stands, the Society has forgotten their building comes from the Council on the condition they supply men when called upon. You are not being asked to volunteer.

Now supply the Council with the answer to its questions, or begin packing boxes because I assure you the Council's good will is not limitless if you refuse to honor our deals. You are asked to supply men to the city's defenses when called upon in exchange for the support the Council has given in the past.
