Proposal for the Council of Sanctuary

Honorable Councilors,

Although I understand you have many concerns before you during these times of unrest, I am writing today to bring your attention to the deplorable manner in which this town handles the remains of its deceased citizens.

The present situation is as follows: a vague and unkempt simpleton, working alone, shoulders the responsibility of the entire Upper Sanctuary Mausoleum. He seems to keep no records whatsoever of the deceased. Goodman Patten, who apparently has no qualifications other than a casual interest in performing autopsies, is even suspected of selling corpses to kobolds for food or other nefarious purposes. He is subject to no oversight whatsoever. The Mausoleum, with no permanent priestly or divine presence, continuously suffers from angry and restless spirits attacking any who enter the deeper crypts.

In this present state, corpses are left to be piled up in the streets of Lower Sanctuary. Undead attacks are constantly reported. Older crypts (such as those used by the Temple of the Doombringer in Lower Sanctuary) are subject to constant necromantic assault.

I therefore respectfully ask that the following suggestions be passed as either edict or law.

(1) Goodman Patten be fired from his present position, and ordered on pain of execution not to enter the Upper Sanctuary Mausoleum except under the strict guidance and permission of its new managers.

(2) A new manager be instituted to direct and oversee the Mausoleum. I personally am prepared to volunteer for this position. A serious-minded priest of Jergal or Kelemvor, should any be found within the town, may be a more appropriate choice.

(3) Laws be passed that dictates that all bodies found within Sanctuary are to be placed in a crypt within the Mausoleum in Upper. The ash of the cremated should also be sealed in urns and placed within these crypts.

(4) Permission given to the new manager of the Mausoleum the right to hire on as representatives of the Mausoleum and thus Town of Sanctuary individuals who will be given authority to specifically collect the remains of the dead, record their names, and protect over these remains. Additionally this organization will be charged with the responsibility to target and destroy undead creations and seek to discover the source of these regular outbreaks.

(5) Available funds be set aside to see these measures. If these funds can not be found, they will be supplemented from other sources.

This matter has been looked into. Your obvious bias and disrespect for a dedicated public servant speaks poorly of your character. The outright lies you included without any evidence to support them further impugnes your honor.

The proposal you have given the Council has no merit in light of the lack of evidence supporting it and the level of compentency a review of Izarious Patten's work has demonstrated.
