Notices posted on the outside of the Temple of Hoar, the Old Stairwell to Upper, The Gambling Hall, The Old Smile Clubhouse, The House of Light, The Pumphouse, and left liberally around the lower wards.

Each of you are trying to keep a measure of peace within your respective wards. Each of you wants what is best for the people that you care for within your territory. Each of you is representative of the "Law" within your two or three blocks of space.

Outside of your ward though, in the dark streets, the abandoned buildings, and yes, even sometimes in the territories of the other wards, is there justice? Can Justice exist when all a criminal needs to do is run a block to the territory of another?

The clergy of Hoar have returned to Sanctuary. We would like to arrange a meeting with the leaders of all of the wards of lower to speak on the topic of law, and the creation of an agreement that will see that Justice returns to Lower Sanctuary.

We do not seek to supplant you, or lessen your control of what you so rightly claim. Our only concern is justice for all.

These meetings will be one on one, and held in one of the private rooms of the Crone. We want conversations, not sermons or lectures.
