Honorable Councilors,

What follows are the watch reports regarding some ideas concerning the issuing of authority to the cave worm clan. Including two opposing viewpoints. These reports take it for granted that it would be right to give authority to the clan, especially in the canal district and the gate, so know this is not a debate as whether it should be done, but how it should be done. Consider them drafts, at best, but in the interest of expediating the process they have been sent to you anyway.

Proposal of the Cave Worm Proposed on Kythorn 14, 151

  • Regarding the Granted Authority All warriors of the Cave Worm shall carry a token which recognizes them as a warrior of the Cave Worm, as well as being recognized by either the Tribal Leader, or Gaeseric the Unyielding. The Warriors shall take it as their duty to guard the gate from external threats, such as invasions. The Warriors of the Cave Worm are not allowed to prevent anyone from leaving without specific orders from Gaeseric the Unyielding in regards to the person being wanted by the city of Sanctuary for crimes against the city. Warriors of the Cave Worm are allowed to deny entrance to anyone who tries to enter the city that meet the following prerequesits:

    (1) Is wearing a helm and refuses to take it off (2) Is not of the races allowed into Sanctuary Proper (human, half elf, half orc, halfling, dwarf, gnome, elf, kobold, goblin and the proper subgroupings of the aforementioned groups) (3) Has been exiled from Sanctuary Proper (4) Has a warrant on them, in which case the Cave Worm is expected to bring them to the watchhouse and fulfill the warrant, or hand over the man to a proper representative of the watch at the lift

    Warriors of Clan Cave Worm shall be the sole defenders of the Sanctuary Gate, unless they ask for any aid to be given to them. In such a case, the rank of deputy is given to all members of this aid, and they are allowed to aid Clan Cave Worm in their duties, but do not have any authority themselves to carry out the same actions that Clan Cave Worm does.

  • Regarding the Limits of Authority Clan Cave Worm is limited in their authorities to two spots: The first is the immediate surronding area of the gate, from the gate proper to the Canal Ward, and from the gate to 10 feet away from the gate. The tribal land of the Cave Worm Clan shall also be considered theirs to protect. Their tribal land consists of all the land in the north and west corner of the Canal Ward, from the ramp down to the cliff on the opposite side, to the end of the bridge, and including the cave opposite to the bridge, but not any tunnels leading out of the cave proper. However, warriors of Clan Cave Worm are allowed to pursue criminals and those who assualt them into Lower Sanctuary proper and bring them to proper justice in order to subdue them and bring them to the watch for a proper trial. Rights of holding a trial are not extended to Clan Cave Worm, nor are they allowed any authority in Upper Sanctuary unless asked to aid by a member of the Watch. Outside of the territory given to Clan Cave Worm, they are to be treated as citizens of Sanctuary, and are given the same rights as a citizen. Warriors of Clan Cave Worm cannot extend their authority outside of the predesignated sites.

  • Regarding the Judicial Measures Clan Cave Worm shall uphold all of the laws that govern Upper Sanctuary, and are written in the lawbook. As such, they will bring anyone commiting a crime on territory given to Clan Cave Worm to a holding cell within Cave Worm territory, and held for the proper amount of time. Should the person have commited a crime punishable by exile or stoning, the person shall be kept in Cave Worm territory until he or she is able to be escorted to the Watchhouse by members of Clan Cave Worm, and/or members of the watch/spellguard. During this escorting time, the prisoner is to be properly shackled and brought to the lift with a guard of enough warriors and/or skalds to properly make sure the prisoner does not escape. The trial shall take place in the Watchhouse unless it is deemed impossible to get the prisoner to the Watchhouse, to which the trial shall be held within the Cave of the Cave Worm.

PanamaLane I have read over the report a number of times and continue to come to the same conclusion. Lower is better off, in my opinion, with fewer guidlines.

Historically, broad strokes work down there, the devil seems to be in the details. If it were up to me, I would enact the same kind of sweeping guidline that was given to the tiger eyes. Quite simply put, the clan should be hired to "keep the peace" in the Canal District. From this platform a more specific code of law and ethics can grow on its own accord, evolving with the people as opposed to simply forcing regulations upon them.

The people of lower are not prone to paper, they are prone to people. The council should give the clan general authority and then watch carefully as this authority develops.

By giving the same kind of authority to another group in lower proper, we can avoid what went wrong with the tiger eyes by ensuring a balance of powers. This set of checks and balances as it were, would keep both groups from abusing their powers because either group could be contracted by the council at any point to put pressure on the other.

With permision, I would like to send this proposal to the council, so that they may also weigh the ideas as I have.
