I was heartened by your response. Of all the self appointed "leaders" in Lower Sanctuary, few have sought to cooperate with me in seeing the violence end and the rebuilding begin.

I have drafted several proposals on the rebuilding of Sanctuary, proposals to instill order in the city again. I will share the plan that the Council has been shown if you desire a meeting; I will come to you.

Yet I state, I grow weary of seeing corpse piles grow daily. Something must be done and soon. The Council is coming to accept the necessity of building a Lower Watch, one I'd like to see formed around the core of your local boys.

Mr Toboerski,

Things are setling down, much to do with so many folks leavin. Seems opinion is still divided but seems for now the groups here got enough to go round. That don't make it a place to live for kids and normal folk.

So I say something should hapen before things get more comftable. Then itll make it harder to keep it a free and safe place for fammiles and honest folks. We try to keep things livable but our voice is only one and our power is only part.

We always had our problims down here but good folks too, but now there harder to find.

Bill, the Council is finally moving. There is a plan at the moment to have the streets cleared, to ask people to return to their homes while the Spellguard and Watch set up a few temporary stations in Lower Sanctuary from which charity supplies and law enforcement can be distributed to the people.

While this happens, many in the Council are hoping to begin obtaining volunteers to form a new Lower Ward Watch. It is my belief that you may serve well as the Sheriff of this force being a local of the Lower Wards, concerned with its safety, in control of a band of men who may quickly help form your officer corp. If you agree, I can bring this proposal fully before the Council.

The other option that has been discussed is to put a band of Hoaran priests in charge of policing Lower Sanctuary with the claim they have a wide base of support with the "people". I find this option much less likely to succede.

In many ways Bill Danielson, the future of Lower Sanctuary is going to hinge upon the advice you give the Council. Will the citizens tolerate a strong but brief show of force to secure the a few safe-check points for distribution of charity and the recruitment and training of a Lower Watch? Will you accept, should you be offered, the position of a Sheriff for a Lower Watch? Will the citizens accept these Hoarites in control of the city?

As it stands, it appears the Canal Wards will remain policed by the Clan Cave Worm with the guidance of Councilor Gaeseric. My Knights will continue to guard the Canal Gates but will not enter the Lower or Canal Wards unless specifically asked to do so, or in persuit of dangerous criminals such as the guild of Henry Whitecloak who slaughtered several children in the city.

I am pleased to here that you agree the best corse of action is for residents of lower to work together to enshore the peace of the area. Also your beleaf that our comunities can not survive when divided,. My men and I would be more than willing to serve our fellow citisens in providing safety to the area.

Still there are several groups that resist unity between our towns. The other day frankie's men killed several of my own over my dealings with you. many of the people believe in full independents for Lower. frankie's men are not bad men, they have the good of the people at hart but our views on how it should be acheeved are very diffrent. Also many people here will distrust those from upper and perhaps armed squads are not the answer. this issue will need to be adresed before moving forward. violently opposing frankies men wold cause more conflict and hatred for upper as they are a popular group. as for johnny dimes nobody would care. i think hes been bought off by someone though since he hasnt been causing too much trouble. unless his source of money is cut off he wont be trouble.

as for hoarans, nobody hear knows anything abnout any hoarans let alone trust them so your guess is as good as mine
