Following is the file on Lockwood's Disciplinary Action.
Disciplinary ActionPrivate Lockwood has, on numerous occasions been the subject of complaints about his excessive use of force.
Even in cases of less than Serious crimes he has repeatedly resorted to torturous punishments by the whip to criminals who have been uncooperative.
Private demonstrates little understanding of effective interrogation techniques and turns instead to extreme abuse.
Such uncouth actions on the part of the Private have begun to attract negative attention to the Watch, that rumours have spread of Watch abuse.
It has gotten to the point that even a Councillor has begun to take notice and demanded strict disciplinary action against Private Lockwood.
For these reasons, Lockwood is hereby to be publically stripped of his armor, shackled, and flogged for a duration until I see fit. Whereupon finished he'll resume his duties normally.

It is notable that the specific incident, rather, the straw that break the rothe's back, was one in which a woman, not officially a citizen, was beaten and whipped for refusal to cooperate with the Watch, in the presence of Former Councillor Shane, who demanded Lockwood be punished for his, while not entirely out of line, entirely excessive behavior.

The only official Watch operation that took place in Lower Sanctuary was the one immediately after the destruction of the stairs - that is, the raid on the Red Smiles Base.
If you require it, then I will see to a copy, but it is unfortunately long, and a large portion of it was in fact a report that you yourself sent to us, of the events that occurred. The follow-up reports were my personal take on the events, followed by the declaration of my suspension, reinstatement, and some orders from the Lieutenants which were never followed up upon.

Marshall's actions were without official sanction by her Superiors, and without their knowledge, beforehand.
A specific incident of her actions in Lower were detailed in the "Lower Sanctuary Action Plan, Draft 3" she had written up, and I believe, sent to the Council, where she stated quite clearly:
I have already started taking supplies down to the bottom of the lift with some adventurers. I require small ammounts of supplies from any willing organisations including the Watch to be taken to the bottom of the Lift.
It is notable that when she brought her actions to the attention of both the Watch and the Council, she recieved no reprimand that I have been made aware of.
She further made her actions clear, this time only to the Watch, with this report:

So far we've done a small supply run to lower sanctuary. Any privates who wish to help out should ask Bernard for some supplies and take them down to lower, food or somesuch. Clean cooking facilities. In addition I've motivated Marten Briars and Mormont of Archibalds to try and organise some people to clean up the bodies downstairs before we get a plague on our hands. Hopefully if there's not much resistance, after a couple of days work, the streets can be cleaned to a reasonable point.

She provided this report on the incident in which the knight of Toboerski was slain, when she was torching corpses in Lower.
I find it important to note that Sergeant Marshall does not have a history of lying, at all. Her report, while it may not be completely true, is assuredly from her point of view, and any actions she took were taken out of a belief that they were the necessary course of action to defend herself. She, while I'm certain you don't care for my opinion, happens to be female, and apparently incapable of keeping control of emotions when faced with the stress of a civil war going on inside the city.

Mirtul 30thToday I was attacked by a Knight Toboerski in Lower Sanctuary. I went down with a Knight Archibald and a Knight Levine, as well as a priest and a couple of other people to go and remove some of the bodies lying in the streets of Lower sanctuary. The risk of disease is getting higher and thus should be delt with swiftly.
We gave rites and torched a couple of piles of bodies and as we were moving around the town, the halforc Erithenes, who was known by some of the group tagged along. I thought he was merely watching to see what we were doing, and thought nothing of it.
In addition, prior to this, some woman came along and argued with us about disposing of the bodies, though she could give no reason besides that we were "uppers" that the dead should not be disposed of in a clean way.
I found him hanging around close to me, and watching what I was doing. We were all unarmed to the hand and carrying a couple of torches to see with. After heading around the streets, and avoiding an argument with a few people we went to a pile behind the old Fortress.
As we were seeing to yet another messy pile of decomposing dead, a man with a spear, dressed in black attacked us. Eristhenese was still with us at the time and continued to observe, he then drew his weapon and stood in the corner.
We pushed back the bandit that had decided to attack us, and then Eristhenese drew some sort of device, later found to be one of the little Gnomish defensive mechanisms and used it on our group, sending most people crazy. He them swung at me with a large hammer, catching me in the ribs unexpectedly.
I escaped invisible after bieng chased across the town by this halforc who was fairly obvious he was after me. I sook safety on a rising platform of the lift as it was obvious at the time that the animation defender was not going to step in.
I stayed out of the way for a while incase he chased me, before going back down. I found the man fighting Marten and Mormont outside the tigereye fortress. They finally brought him down to his knees and I finished the halforc off.
The other bandit was probably around somewhere, though I couldn't see him, the risk of trying to bring in this halforc and getting myself killed at the same time was too high. Some managed to survive barely and so we hauled his body and left hastily back to the Watch House.
