Is it acceptable for DMs to do things to a player character IC without OOC explination if the player specifically asks about what happened?

The reason I bring this up is that without some OOC information it can be hard to play out an IC action, or contest something questionable in game.

This is not meant to be negative to any DMs just want clarification
