Honorable Councilors,

Just earlier today the Watch sent a small group to Lower to watch over the spot of the Bhast lift to allow them to establish a new lift. While in Lower we met this gang led by a man named Dimes they seem intend on stopping us and they believe the Spellguard wishes to invade and conquer Lower, anyhow I have managed to convince them to allow the new lift to be build.

They want an agreement with the Watch and have sent me to act as the messenger; the terms are that they will guard over the Lift instead of any force sent by Upper and that an inbuilt device able to shut down the lift at anytime at their choosing is given to them. I ask that the Council agrees to this agreement and give them what they wish, if not I fear the lift will be destroyed once more and there will be no end to the violence.

Please contact me at the Rock Bottom as soon as possible and I shall deliver the message.

Johnny Dimes is a criminal, and a man as base as they come. So long as I hold a seat on this Council, I shall never vote in favour of aquiescing to the requests of thugs, and criminals. Never will a gang leader get so much as a single coin from me, let alone the control of the passage between Upper and Lower Sanctuary.

If you may, tell me about the criminal record of Johnny Dimes and what do you think we should do instead? The people of Lower Sanctuary do not trust those of Upper and unless these gangs are removed by force there might not even be a passage between Upper and Lower Sanctuary, but let us be reasonable, violence does not solve much nor is it the best option, remove these gangs and others shall rise up.

By showing them our willingness to discuss with them and making an agreement, they might see the people of Upper Sanctuary in a different light and anyway it would cost much more if the lift is destroyed continuously and think of the lives that might be lost by ignoring them.

Though if you have a better idea, do explain.
